在上海加快建设具有全球影响力的科技创新中心的热潮中,《静安年鉴(2015)》即将出版。变化由改革催生,发展与创新相连,在这个求新求变求发展的时代里,回望是为了更好地向前。因此,一部好年鉴不仅是社会各界认识静安、了解静安的窗口,对正在创新中转型发展的静安来说更是尤为重要。

过去的2014年是全面深化改革元年。历经党的群众路线教育实践活动的洗礼,静安人以更加昂扬向上、克难奋进的精神状态,在经济社会各个领域进行了深入的探索实践,各方面工作都取得了新进展。面对成绩和经验,我们唯有沉淀积累才能续写华章、更进一步。

《静安年鉴》出版之前,请我作序。翻阅之中,对2014年静安区各领域的发展又进行了一次全面回顾,感触颇深。特别是经济发展、深化改革、城市更新及社会建设等领域的新突破、新亮点令人印象深刻,更激发了对静安未来的许多期望。

《静安年鉴》一直用全面、可靠、准确的内容忠实记载历史,发挥其存史、资政、育人的作用;同时各行各业也通过读鉴用鉴,更好地汲取历史智慧,指导当前的工作。希望这种敬畏历史的态度继续在静安的发展中传承发扬,鼓励全区上下致力于用工作实绩书写历史,用辛勤耕耘成就进步,不断在静安深厚的历史文化底蕴上续写新的篇章!

编辑说明

一、《静安年鉴》是由静安区人民政府主办、上海市静安区年鉴编纂委员会主持编纂、《静安年鉴》编辑部编辑的地方综合年鉴。《静安年鉴(2015)》是系统记述2014年度静安区自然、政治、经济、文化、社会等方面情况的资料性文献。

二、《静安年鉴》以马列主义、毛泽东思想、邓小平理论、“三个代表”重要思想、科学发展观为指导,翔实记载静安物质文明、政治文明、精神文明、社会文明、生态文明建设中的大事、要事、新事、特事,为静安区社会主义现代化建设,实现“中国梦”理想服务。

三、《静安年鉴》创刊于1999年。本年鉴为第十八卷,记事时间从2014年1月1日至2014年12月31日。部分事件记述有前溯或后延。年鉴采用条目体,分类编辑,分栏目、分目、条目3级结构层次,根据内容关联程度,各栏目设置“综述”或“概况”。条目是信息资料的主要载体。全书共列33个栏目,177个分目,1388个条目,卷首39张照片,正文88张照片,80张表格。条目标题以【】内文字内容表示。

四、《静安年鉴(2015)》先进人物、先进集体选收2014年度市级以上的先进人物和先进集体。

五、《静安年鉴(2015)》金融、卫生、文化、社会生活栏目根据现实情况进行调整,其中“金融·投资服务”栏目改为“金融”栏目,“投资服务”分目归入“商业商务”栏目,“人口与计划生育”内容并入卫生栏目,“重大项目推进”内容并入“建设和交通管理”分目,“文化”栏目新增“文化产业培育”分目。

六、本年鉴的内容,由有关单位提供资料或直接撰稿,经各单位和各级领导审阅后定稿。统计资料栏目内容由区统计局提供,正文中数据由各部门提供,由于部门间统计口径不尽一致,个别数据可能存在差异。

七、本年鉴所涉及区属国家机关、人民团体、区属企业全称和简称统一在书末附设对照表,正文处一般使用简称。

Overview

Ⅰ.Geographical Location

Jing' an District is located in the center of Shanghai and on the city' s most developed economic belt,comprising Pud-ong Airport, Lujiazui, the Bund, Nanjing Road, Hongqiao Development Zone and Hongqiao Airport, as one of the most bustling business and commercial areas.It has five neighboring-districts: Huangpu District to the east and south with North Chengdu Road, Middle Yan' an Road and South Shaanxi Road on the border; Changning District to the west with Zhenning Road, Wanghangdu Road, West Wuding Road, Jiangsu Road and Changning Road on the border; Xuhui Dis-trict to the south with Changle Road on the border; Putuo Dis-trict to the north with Anyuan Road and Changshou Road on the border; and Zhabei District on the other side of the Suzhou River.Jing' an boasts convenient transportation con-nected by two elevated roads ( including South-north Elevat-ed Road and Yan' an Elevated Road) , Metro lines 2 and 7, partially completed line 13 and line 12 now under construc-tion.The district covers an area of 7.62 km2 with a land area of 7.57km2 and a river area of 0.05 km2.

Ⅱ.Administrative Division

Jing' an District is named after Jing' an Temple, an ancient temple within its borders.It was within the jurisdic-tion of Gaochang Township, Huating County in the Tang (618-907) and Song (960-1279) dynasties, and part of-Gaochang Township, Shanghai County in the Yuan (1271-1368) , Ming(1368-1644) and Qing (1636-1912) dynas-ties.In 1899, most of the area comprised the western section of the International Settlement.In 1914 , Jing' an was divided into two parts with 10% of the southernpart belonging to the French Concession and the rest belonging to Fahua Township, Shanghai County.In 1937 , Japanese troops occupied the part previously controlled by the Chinese government and estab-lished a special zone in the French Concession.The Wang Jingwei government took over the Concession in 1943 and this area was divided into three parts-the former International Settlement,the former French Concession and the part origi-nally controlled by the Chinese government.They were then put under the jurisdiction of the 1st District, the 8th District and Huxi District,respectively.After the War of Resistance against Japan, Shanghai was divided into 32 districts in 1945.This area was divided between the 10th District (Jing' an District) , the 11th District ( Xincheng District) and the 12th District (Jiangning District).On May 30th, 1949, the Shanghai Military Commission took over Jing' an District and changed its name into Jing'an Temple District.On June 28th, 1950, Jing' an Temple District was renamed as Jing' an District.Before 1956, this area was divided between Jing' an District, Xincheng District and Jiangning District.In February 1956, it was divided into two and merged into neighboring districts, with the part to the east of Fumin Road and Chang-de Road integrated into Xincheng District and the part to the west integrated into Changning District.In January 1960, Xincheng District and Jiangning District were withdrawn.Jing'an District was restored to its former shape by putting under its jurisdiction the part of Xincheng District to the west of North Chengdu Road, Jiangning District and the part of Changning District to the east of Zhenning Road.In October 1994 , five new sub-districts ( Jing' an Temple Community, Caojiadu Community, Jiangning Road Community, Shimen No.2 Road Community and West Nanjing Road Community) were established by merging Huashan Road Community Sub-district with Yuyuan Road Community Subdistrict, Wan-hangdu Road Community Sub-district with Yuyao Road Community Sub-district, Kangding Road Community Subdistrict with Jiangning Road Community Sub-district, Wu-ding Road Community Sub-district with Zhangjiazhai Com-munity Sub-district, and Weihai Road Community Sub-district with Middle Yan' an Road Community Sub-district, respectively.By the end of 2014, Jing' an District had 5 Subdistricts and 72 neighborhood committees with the seat of the district government located at No.370 Changde Road.

Ⅲ.Population

By the end of 2014, Jing' an District had 99,895 regis-tered households and 293, 126 registered residents, among which 141,372 were male and 151,754 were female, ac-counting for 48.2% and 51.8% of the total population, re-spectively.Compared with 2013, the number of households decreased by 828 and that of population reduced by 3 ,019.

In 2014, a total of 2,545 babies were born,or seven ba-bies per day, with a birth rate of 8.638‰, up 1.635‰ year on year.2,828 deaths were recorded,or 7.7 deaths per day, with a mortality of 9.598‰, up 0.046‰ year on year.Com-pared with 2013, the natural population growth reduced by 283 people, down 0.961‰ year on year.

At the beginning of 2014 , Jing' an had registered popu-lation of 296,145 residents.That same year, 1,210 people movedinto the district and 456 people moved out.At the end of the year, the population was 293,126, down 3,019 from the year prior.

By the end of 2014, the number of households and peo-ple living in the sub-districts, and their ratios to the Dis-trict' s total were as followed: Jing' an Temple Community (13 ,474 households, 39, 276 people; 13.5% , 13.4% ) , Caojiadu Community ( 24, 849 households, 69,674 people; 24.9% , 23.8% ) , Jiangning Road Community ( 27, 539 households, 83 ,870 people; 27.6% , 28.6% ) ,Shimen No.2 Road Community ( 15, 849 households, 47, 603 people; 15.9% , 16.2% ) and West Nanjing Road Community ( 18, 184 households , 52 ,703 people ; 18.2% , 18.0% ) .

IV.Economic and Social Development

In 2014, Jing' an District had a GDP of RMB 73.207 billion, up 7.5% year on year adjusting for inflation.The secondary industry increased by RMB 1.523 billion, down 4.6% year on year; the tertiary industry increased by RMB 71.684 billion, up 7.8% year on year.The tertiary industry accounted for 97.92% of the total GDP, an mcrease of 0.33 percentage point from the previous year, further contributing to the district' s economy.By the end of 2014, Jing' an had 13 ,451 registered bus-inesses , including 9 ,568 corporate enterprises , an increase of 730 from the year prior.It was home to 551 state-owned and collectively-owned enterprises, 8, 051 private businesses and 2, 999 foreign-owned enterprises, accounting for 4.10% , 59.85% and 22.30% of the total, respectively.The total investment in fixed assets reached RMB 5.793 bil-lion, an increase of 19.9% year on year.Investments in ur-ban infrastructure and technological transformation reached RMB 623 million, a decrease of 37.5% from the previous year, while investments in commercial housing totaled RMB 5.17 billion, up 34.8% year on year.Investments in resi-dential housing and office buildings reached RMB 910 million and 4.26 billion, up 31.2% and 35.6% , respectively.

At year-end 2014, Jing' an District realized RMB 26.063 billion in tax revenue, up 9.7% from the previous year, with RMB 0.385 billion for the secondary industry, a decrease of 31.4% and RMB 25.678 billion for the tertiary industry, an mcrease of 10.69% from the previous year.

At year-end 2014, the District had a fiscal revenue of RMB 9.248 billion, an mcrease of 8% from the previous year, including RMB 2.23 billion in value added tax, RMB 1.88 billion in business tax, RMB 1.312 billion in individual income tax and RMB 1.56 billion in corporate income tax, up 24.03% ,1.38% , 18.15% and 13.94% , respectively.

In 2014, Jing' an District spent a total of RMB 10.659 billion, up 6.7% from the previous year.Specifically, the expenditures for public security, education, science and tech-nology,social security and employment, health care and com-munity affairs in urban and rural areas were RMB 0.615 billion, RMB 1.605 billion, RMB 0.389 billion, RMB 0.799 billion, RMB 0.305 billion, and RMB 2.591 billion, up 18.99% , 6.21% , 6.75% , 19.16% , 0.77% and 23.38% ,respectively.Spending on general public services, energy conservation and environment protectionas well as housing security were RMB 0.577 billion, 0.029 billion and RMB 0.281 billion, down 24.18% , 32.45% and 37.33% , respectively.
